People in Decatur are worried Shadeed Fuqua is out on bond after police arrested him for shooting and killing Jarmaine Jones outside a house.

People we spoke with Tuesday are concerned how quickly Shadeed Fuqua was able to bond out of this jail, and now he’s walking the streets again.

Bullet holes and blood stains still remain at the apartment where Jarmaine Jones was murdered.

For the second straight day, nobody at the bond company or with the court system would answer how Fuqua's initial bond was not revoked when he was put in jail on murder charges.

"It most definitely concerns me. You know multiple heinous crimes of that nature I think that they should be handled a little differently than a property crime or petty theft of cases like that," says Daniel Severinson, who lives Morgan County.

Severinson told us it's hard to imagine someone bonding out of jail, police arresting him on a murder charge and then bonding out again.

But, that’s what happened in the case of Shadeed Fuqua.

He served time and was released from prison in may on domestic violence and drug charges. He was later arrested in October for reckless endangerment and attempting to elude police.

He was released on bond. And on Friday, he turned himself in for killing 27-year-old Jarmaine Jones the night before. He made bond Sunday.

"As far as murdering someone, I don't think a person should be able to just cold bloodily murder somebody," says Severinson.

Judge Charles Elliott hasn’t returned my repeated calls about why Fuqua’s bond was set at $150,000, but that’s the maximum recommended amount for a murder charge in Alabama.

The judge hasn't been in his office and his phone has been ringing off the hook. We're still working to learn why his bond from October’s arrest wasn’t revoked after Friday’s arrest.

"It's kinda spooky in a way for someone to repetitively do things and get out," adds Severinson.

Fuqua is not the first person who bonded out of jail and then committed another crime. In just the last year, there have been other repeat offenders in high-profiled cases in Alabama.

Ibraheem Yazeed was arrested this month on a kidnapping charge for the disappearance of Aniah Blanchard while already out on bond.

Derick Brown is charged with capital murder for the kidnapping of Kamille "Cupcake" McKinney. He, too, was out on bond.

Bond companies we spoke with told us it's a persons right to receive bond, depending on the charge.

"I think everyone should e given a fair chance like the consitution says," adds Severinson.

Multiple bond companies today who did not want to go on camera. They told me it's possible a judge can revoke Fuqua's bond if it is further reviewed.

Shadeed Abdul Fuqua, the suspect in a deadly Decatur apartment shooting, is out on bond after he turned himself into the Morgan County Jail on Friday.

He was already out on bond when police say he committed the crime.

Police say Fuqua walked up to Jarmaine Jones Thursday evening, shot him and drove off. Jones died from his injuries at Decatur Morgan Hospital.

Fuqua was released Sunday night on a $150,000 bond. Jones' family says police didn’t call them to let them know he was released. They say Jones had three children and he and Fuqua were related.

Court documents obtained by WAAY 31 reveal Fuqua’s long criminal history. We questioned officials as to why Fuqua was granted bond again.

Jarmaine Jones' family told us they’re frustrated and want to know how Fuqua was able to walk out of this jail. They didn’t want to go on camera because with Fuqua back on the street, they’re scared for their own safety.

Less than 3 days after turning himself into police, Fuqua walked out of the morgan county jail about 6:30 p.m. Sunday night.

WAAY 31 found jail records and discovered Pronto Bail Bonds paid Fuqua's bond, but they don’t list the conditions.

An officer with the Morgan County Circuit Court told us the only condition they saw is a warrant will be issued if Fuqua does not attend his court date.

A detective with Decatur Police told us Judge Charles Elliott set Fuqua's bond.

We went to Judge Elliott's office to find outwhy Fuqua was granted bond when he was already out on bond when police say he shot jones. The judge was not there.

Police arrested Fuqua on October 28th for attempting to elude police and reckless endangerment. He was released from prison on other charges in May.

Jones' family told WAAY 31 while they’re disappointed Fuqua was even granted bond, they wished it didn’t happen until after Jarmaine’s funeral this coming Wednesday. They created a GoFund Me to help with funeral funds. They’re also concerned he could hurt someone else.

Jones' family told us they are related to Fuqua and that Jones leaves behind 3 children.
